KB-VIT0004 - How to Enable SSH Root Access on Ubuntu 14.04
Making a password for root on Ubuntu 14.04 server is not enough. You will need to edit the sshd config file. To do this, open /etc/ssh/sshd_config and comment out (#) the following lines:
PermitRootLogin without-password
Making it appear as follows:
#PermitRootLogin without-password
Under this, add the following text:
PermitRootLogin yes

Once this has been completed, simply restart SSH with the following command:
$ service ssh restart
